Construction Site Public Notice

As required in the Indiana Department of Environmental Management (IDEM) Construction Stormwater General Permit regulations, a project site owner must demonstrate that the public has been notified that construction activities meeting the requirements of the permit are about to commence. The regulatory requirements allow the public to be notified by placing the notification on a publicly accessible website of the MS4 regulating entity. Other options include placing the notification in the newspaper with the greatest circulation in the affected construction site area or posting the notification at the project site. Before construction activities for a project site may commence, the website notification must be posted for ten (10) calendar days prior to the submittal of the Notice of Intent to IDEM. The purpose of this page is to provide a public listing within the folders below of project sites regulated by Allen County seeking to obtain stormwater construction permit coverage for land-disturbing activities and to notify the public that land-disturbing activities for these sites are about to commence.

Municipal Separate Storm Sewer System (MS4) Application for Permit Coverage Public Notice

An MS4 entity, such as Allen County, seeking coverage under the Municipal Separate Storm Sewer System General Permit must also notify the public of the intent of the MS4 to submit an application to IDEM to obtain permit coverage as a MS4. The public may be notified by placing the notification on a publicly accessible website of the MS4 entity or the notice can be placed in the newspaper with the greatest circulation in the MS4 area seeking permit coverage. The website notification must be posted for a minimum of 30 days prior to the MS4 submittal of the Notice of Intent to obtain permit coverage to IDEM. The Allen County MS4 is a co-permit that includes Allen County, the Town of Huntertown, and the Town of Leo-Cedarville. The Allen County MS4 Co-Permit is providing notification to the public of the intent to apply for permit coverage under the Municipal Separate Storm Sewer System General Permit as provided below.

Drain Reconstruction Bids:

  • Follow this page for Invitations to Bid on reconstruction or new construction projects.
  • When available, the Bid Package for reconstruction projects along with the plans can be picked up in the Allen County Surveyor’s Office.
  • The completed Bid Package will need to be mailed or brought into the Surveyor’s Office sealed in an envelope by the due date and time. You cannot email Reconstruction Project bids.

  • If you are a first time bidder with us, or if it has been over 2 years since you worked with Allen County Surveyor’s Office, you must complete and send to us the Bid Work Survey Form and a current copy of your Certificate of Liability Insurance.

  • Addendums are sometimes posted so always check back under the project folder for addendums before the due date. Addendums must be signed and sent in for your bid to be accepted. If we already have a bid from you, we will do our best to contact you with the addendum to fill out.
