Local Emergency Planning Committee

The purpose of the Local Emergency Planning Committee (LEPC) is to enhance environmental protection and public health and safety in Allen County.

Under the Emergency Planning and Community Right-to-Know Act (EPCRA), LEPCs must develop an emergency response plan, review the plan at least annually, and provide information about chemicals in the community to citizens. Plans are developed by LEPCs with stakeholder participation. 

Each of our members are representatives from required groups

  • Elected State and Local officials – Kyle Kerley, Allen County Council
  • Local Environmental – Jeremy Heath, Allen County Environmental Affairs
  • Law Enforcement – David Gladieux, Allen County Sheriff
  • Transportation – Joe Ortiz, INDOT
  • Emergency Management – Bernie Beier, Lori Mayers, Allen County Homeland Security; Brent Carisle, 122nd Air National Guard
  • Firefighting – Tim Maloney, Fort Wayne Fire Dept.
  • First aid – Gary Booher, Three Rivers Ambulance Authority
  • Health – Mindy Waldron, Ft. Wayne/Allen County Dept. of Health
  • Hospital – Vacant
  • Broadcast and print media – Scott Murray, WANE TV
  • Community Groups – Vacant
  • Owners and operators of facilities – Dan White, American Electric Power; Josh Archbold, Superior Aluminum Alloys

Tier 2 Reporting Information for Businesses

Facilities need to submit their Tier 2 reports to IDHS using a new online portal known as Tier 2 Manager. The platform adds new functionality to the reporting process.  All facilities must register for a new user ID and password to use Tier 2 Manager. See below links for additional information regarding the new online Tier 2 Manager.
